Tsubomi works as a hostess at a lingerie pub, serving drinks in barely-there outfits, and holds onto the job only by blackmailing her boss, since she is hopeless at the work itself. Her routine changes when a lecherous talking cat named Raama, marked with a butterfly on its forehead, grants her powers and turns her into the magical warrior Papillon Rose. Her enemy is Dynasty, an evil group with designs on men's sexuality, led by the chaos-loving matriarch Regina Apis. Its agent Beene, a dominatrix elf, arrives on Earth, and Tsubomi becomes the red-light district's only defender. While she is still learning her powers, a strangely familiar masked man called Dandelion comes to her rescue. The single OVA is a farcical ecchi send-up of the magical girl genre, with Sailor Moon as its main target.
