In a future galaxy, the City of Sin is home to countless citizens who have heavily modified their bodies to keep pace with technology. When a group of cyborgs is turned into weapons and riots throw the galaxy into turmoil, a high-tech criminal group called Illum is revealed as the cause. Carl leads a new investigation team, Tacit Blue, into a deadly struggle against Illum that uncovers a startling conspiracy behind the riots.
