Shanghai in the 1930s is a city where life counts for little. Foreign powers and Chinese factions have divided it into quarters that keep their own laws and are riddled with corruption, while local gangs control the streets. The Green Gang and the Red Flower Gang are locked in a rivalry for the underworld, and the Green Gang, revived by Kenshirou Kasumi and Yu-Ling, is close to winning. Years earlier, a figure called Yan Wang, the King of Death, fought evil in these streets as a master of the lethal martial art Hokuto Shinken. He vanished after taking down the worst gangsters, and rumor now places him in Japan, where several people are searching for him. Meanwhile, martial artist Liu Fei-Yan has taken in Erika, a girl orphaned by the gang fighting, and every guardian Fei-Yan tries to leave her with ends up dead. The two set out from Harbin for Shanghai, handling some mysterious cargo with great care, on their way to meet French intelligence officer Charles de Guise. The action series is a prequel to Fist of the North Star.
