Stop expecting plot. Hetalia's genius is that it doesn't need one, it's just nations being petty, needy, and weirdly domestic with each other, and somehow that's enough to carry three episodes without breaking character. The Halloween special exists purely to put these countries in costumes and watch them react to each other, which is exactly the show's entire appeal in microdose form. If you've spent any time with Hetalia, you already know whether this hits or doesn't, and if it does, these OVAs are just more of the thing you came for.

These three comedy OVAs were released as bonus episodes on the DVD volumes of Hetalia: The World Twinkle. Among them is a Halloween special in which the cast dresses up in costumes, with America and England both turning up in outfits of their own. Expect light, silly humor built around the familiar characters, with a playful holiday flavor in the costume episode.
