Toyota fully sponsors this Himitsukessha Taka no Tsume spin-off movie to promote its hybrid car line, and it gets only a limited run in theaters. In the film, the Chancellor takes time off from Eagle Talon and becomes a struggling section chief in the Metropolitan Police Department's Hybrid Division, a department created when several ministries were merged together for financial reasons. The comedy grows out of that setup.
