Chihiro Enomoto begins his freshman year at Rikkyoin High School, where nearly everything, from admissions to leadership, is decided by drawing lots. On his first day he meets Tokino in the school library and falls for her on the spot. His childhood friend Ritsuko, now head of the student council, has long had feelings for him, and she is not the only girl interested. A year-long contest among teams of candidates for the next student government sets the stage for this romantic comedy OVA, which was produced as the show-within-a-show from Genshiken.
