A cop who solves problems by destroying everything in a three-block radius. The show doesn't apologize for any of it, doesn't slow down to explain itself, doesn't care if you think the violence is tasteless. It's 1990 anime deciding that American excess deserves to be cartoonish, and every frame commits to that joke without winking at the camera.
Daizaburo Edi-Ban, a Japanese-American officer, joins the 34th, the toughest precinct in New York City. His first day pairs him with John Estes, known as Sleepy to his friends and Mad Bull to his enemies, a cop who enforces the law through his own brutal brand of justice. Mad Bull guns down even petty criminals who threaten anyone, takes money from prostitutes and wrecks property on a grand scale, which keeps him in trouble with his new partner and the precinct. Yet behind every reckless or illegal act there turns out to be a worthy purpose. Later, police lieutenant Perrine Valley teams up with the pair on tougher cases involving the mafia and drug-running. The four-episode OVA mixes action and comedy in the spirit of the buddy cop films of the 1970s and 1980s.
