Japan's post-bubble economy leaves room for corruption to flourish. Dirty deals flow between construction moguls and government officials, each profiting while ordinary citizens suffer. Keiichi Suzuki, head of Oshika Construction, has an arrangement with parliament member Seijiro Matsuzaka that lets his company skimp on building materials and still get its structures approved. The Government Crime Investigation Agency, a state-sanctioned but independently run body likened to the FBI, is already moving against them. Jotaro Zaizen, a police officer long believed dead, is the agent assigned to the case, and he is permitted to use methods outside the law against those who abuse their power. He recruits a group of people who each have their own reasons to oppose Suzuki and Matsuzaka, while Suzuki answers by hiring the yakuza group Haoukokuryu-kai. The action drama is adapted from a political detective manga by Ken Kitashiba and Yasuhiro Watanabe.
