Kogami stops running the moment someone else needs saving. The film trades the dystopian machinery of the first series for something quieter: a man watching his own capacity for violence reflect in a girl who wants to become him. It's the only sendoff that matters, because it asks what redemption actually costs when you've already paid everything.

Following the SEAUn incident, Kogami wanders far from the Sibyl System as a man without a country, carrying the weight of his own violent past. In the Tibet-Himalayan Alliance Kingdom, he turns down an offer to join a paramilitary commander's cause, but staying uninvolved proves impossible. When a bus of refugees is ambushed by armed guerrillas, he fights off the attackers on his own. Among the survivors is Tenzing, a young half-Japanese, half-Tibetan woman who wants him to teach her how to fight so she can take revenge on the warlord who killed her family. Kogami knows that taking a life changes a person for good, and he hesitates. Yet he sees his own inner darkness reflected in her thirst for vengeance, and he must decide whether to train her. The film is a tense psychological sci-fi thriller about the cost of revenge in a world that offers no way out.
