Quon moves through a future Tokyo like he's already lost everything and decided to save everyone anyway. The film doesn't spend time explaining what Attracters are or why Kestos hunts them, it trusts you to understand desperation when you see it, and builds its entire weight on one man's refusal to abandon people he's never met. You watch a idealist become a weapon, and the film never flinches from what that costs him.

In a futuristic Tokyo, people who have awakened unusual powers, known as Attracters, are pursued by a secret organization called Kestos, also written Custos. The Attracters band together for protection under Quon Mitsuchi, an idealist set on saving as many of them as he can. The conflict comes to a head when Custos leader Genji Kamishiro lures several Attracters into his hands, and a few of their allies take the risky step of breaking into the organization's headquarters to free them. Meanwhile, Quon uncovers what Kamishiro truly intends and learns how his brother, missing for years, ended up sealed inside a crystal called the Tears of Time. As the struggle peaks, the future could bring either peace or ruin. The film mixes action, science fiction and supernatural abilities.
