In a future where hidden powers awaken in a small number of people known as Attractors, a secretive organization called Custos sets out to wipe them out, fearing they will cause harm or upset the social order. To carry out the killing, Custos deploys cyborgs from a group called WTOC. Inside the theme park Fantasium Garden, a hidden band of Attractors fights back to keep their people from being eradicated. Leading them is Quon Mitsuchi, a mysterious, powerful and always optimistic boy determined to end the persecution. The film is action-driven science fiction built around supernatural battles between the Attractors and WTOC.
