One year after the events of the television series, the new order of ACCA is about to mark its first anniversary. Jean Otus, representing the inspection department, is sent across the Kingdom of Dowa to make sure every district is ready for the celebration. Jean sees no immediate threat to the kingdom, but his subordinate Parrot is convinced another betrayal is coming, and Jean struggles to connect with him in peaceful times. Meanwhile, work keeps Jean away from his younger sister Lotta, who seems to be hiding a problem from him, so their best friend Niino steps in to help her. Before the festival, Jean has to calm Parrot's suspicions and wait for Lotta to confide in him. This drama and mystery OVA had a one-week theatrical run before its disc release.
