Rino stumbles into the student council with nothing but a puppet and the kind of stupid luck that somehow works. The show sells itself as fluff comedy, then quietly develops every character so thoroughly that you forget you came for jokes. By the end, you're watching five girls who feel like people you actually know, and the comedy lands harder because you care what happens to them.
A year after her mother's death, Randou Rino has been living alone, and her money is nearly gone. Her pen pal, Mr. Poppitt, steps in and arranges a new apartment and a place at Gokujou, an elite girls' school. Rino, a scatterbrained girl who talks through a puppet worn on her hand, is soon taken into the Gokujou Student Council, a body with more power and business interests than most large companies. Stranger still, the council has its own Assault and Covert Divisions. Rino makes friends among its gifted members, though nobody can quite say why a girl with no obvious talents was picked to join them. The result is a light slice-of-life comedy set around student government at an unusual school.
