This one doesn't move the way anime moves, and that's the whole point. It's Ga-nime, Toei's experiment where a still image plus a camera drift plus a voice does more damage than twenty-four frames a second ever could, and Kanaida Etsuko's paintings just sit there and stare back at you. Machida Kou narrates, and if you know his work you know exactly what that means: a musician-poet's cadence dragging you through Hagiwara Sakutaro's dread instead of explaining it. The horror isn't a jump scare, it's the arithmetic of a place where cats are the entire population and mankind is a rumor nobody in town has heard, so you spend eleven-odd minutes as the only wrong thing in the frame. Fantasy and horror tags both apply and neither one is doing the heavy lifting. Watch it once with the lights off and then try to look at your own cat normally.

Cat City is a single-episode fantasy horror OVA set in a world where cats fill every direction as far as one can see. It draws on the imagined cat town of writer Hagiwara Sakutaro and conveys both the wonder and the fear a person might feel in a place with no knowledge of humankind. Kanaida Etsuko provides the artwork, musician and poet Machida Kou narrates, and commercial editor Urahama Shojiro handles the editing, giving this Ga-nime production its fantastical flavor.
