Ryo walks into a hostage situation on a floating resort and immediately starts flirting with women instead of doing anything useful. The movie knows this is ridiculous and leans into it completely. You get 80 minutes of genuinely funny action-comedy that doesn't pretend the plot matters more than the moment, paired with Umibozu showing up to remind everyone what an actual professional looks like.

A new island resort in Tokyo Bay, run by one of the most powerful supercomputers in the world, opens with a grand party. Only Miki and Kaori from the City Hunter crew make it there before an exiled South American dictator, General Gillium, takes everyone hostage. Ousted by the US military, Gillium wants revenge, and his daughter plans to hack the supercomputer and use it to launch a nuclear strike on the United States. Ryo and Umibozu must free the hostages and stop the attack before she can press the button. The film mixes action with comedy as the pair race to stop the plot.
