Eight years after Western ships first reached 19th century Japan, clockwork dolls and steam-powered machines are spreading across the country. The Wind Gang, a band of doll and steam controllers, believes these creations should be used in battle to force a new industrial age into being. Hiwou's peaceful life shatters when the group attacks his village and destroys it completely. Hiwou, a young clockwork controller, flees with his friends and a giant doll named Homura. Together they set out to find his father, hoping his help can defeat the Wind Gang and restore peace to the land. The result is a mecha action adventure set in a Japan being transformed by new machines.
