A tiny guy who's inexplicably the best athlete alive keeps getting sabotaged by a scheming dog while chasing his crush's skirt. Every sport becomes a new setup for Kappei to humiliate himself, fail spectacularly, then pull off something impossible anyway. It's 1981 comedy that knows exactly what it is: absurdist chaos masquerading as a sports show, where the dog delivers the rulebook and nobody's dignity survives the episode.
Kappei might be the shortest guy around, but he's got skills in every sport imaginable. His current living situation is less than ideal: he's bunking at Akane's place while nursing an obvious crush on her, which would be sweet if not for one major obstacle. Salomone, Akane's scheming dog, is an unlikely rival who keeps setting nasty traps to trip up the pint-sized athlete. Kappei is a sixteen-year-old high schooler who draws his strength from the sight of girls' underwear, and he is forever trying to flip skirts. Kappei bounces from sport to sport, showing off genuine talent while simultaneously chasing every opportunity to cause trouble with the girls around him. His behavior runs the gamut from creepy to comedic, depending on your tolerance for '80s anime perversion. Salomone narrates the sports rules as needed, serving double duty as both antagonist and explainer. It's lighthearted chaos with a competitive streak.
