Penguin Village doesn't care about plot or stakes. It exists to watch Arale demolish logic with the same innocent grin, to see Dr. Slump scramble through impossible situations, and to let absurdist comedy breathe without needing to justify itself. This is pure comfort food animated, the kind of movie that lets you turn your brain off and laugh at something ridiculous for ninety minutes.

The kingdom of Yapaya has a problem: its princess, Puruah, has never laughed once in her life, and no one at court can amuse her. The kingdom turns to Professor Senbei and asks him to build a robot comedian who can finally get a laugh out of her. The film also pits Senbei against his longtime rival Mashirito in a duel. This seventh Dr. Slump movie is a comedy with a slice-of-life flavor, and it screened in 1993 as part of a triple bill alongside Yu Yu Hakusho and a Dragon Ball Z film.
