Arale doesn't care that she's an android, doesn't care about the rules, doesn't care about making sense. The show runs on pure comedy momentum, where a sentient poop can show up in episode three and nobody bats an eye because that's just Penguin Village logic now. Dr. Slump works because it found the one thing shonen hadn't figured out yet: you don't need a threat, a mystery, or a reason. You just need a character too innocent to understand why something is impossible, then watch her break it anyway.
