It's the proof-of-concept Mamoru Oshii cut to sell G.R.M., a project that collapsed under its own budget and sat dead for over a decade before he finally resurrected the bones as the live-action Garm Wars: The Last Druid in 2014. So what you're actually watching is ambition preserved in amber: the render work is the whole point, the reason anyone still passes this around, and it's why the people who've seen it keep insisting it deserved better.
