In a far future where humanity lives aboard vast urban vessels called territory ships, a revolution rises in the depths of space. Michel Volban leads the People's Army against the self-proclaimed Holy Emperor Vetti Sforza and his newly founded empire. The uprising seems close to being crushed when the pirate Cleo Corbeille, sole surviving member of a fallen royal house, joins the struggle aboard his sleek Glass Battleship. Impressed by the ship's power, Michel asks Cleo to help bring down Vetti's rule, and the two take up the fight together, renewing hope that freedom can be won.
