In year 336 of the Space Century, Flora Rain, a blind woman, teaches at an elementary school in the state of Innex on the planet Sieren. Her pupils, the principal and the whole town love her, and her days pass peacefully. Then she happens to meet Locke, an odd young man with many superpowers who hides them well and passes for an ordinary youth. One day a military officer, Major Caliann, visits Locke and asks for his help investigating Lordleon. Lordleon and his band of space pirates have struck the Astoria Concern, yet its chairman, Great Georg, never informed the Union. The Union finds that silence very strange and opens its own inquiry into Lordleon. The three episodes of this OVA mix action with science fiction.
