This is pure 1985 sci-fi pulp, the kind of thing Manga Entertainment would slap on a VHS with a neon cover and zero apologies. The animation moves with real weight, the character designs actually tell you who these people are, and the plot doesn't care if you're keeping up. If you want to feel what anime looked like before it learned to explain itself, this OVA is the real thing, not a retro pastiche.
Humanity stretches across the galaxy, and with it comes crime. The Cosmo Police keep order with help from Justy Kaizard, a hunter whose psychic powers have let him capture more than two hundred criminal espers, among them the infamous Magnamam Vega, whom he killed. Off duty, Justy spends time with his two sisters, one of whom is Astaris, Vega's daughter, secretly adopted into the family. His success has angered the galaxy's criminals, and their leader believes there is exactly one way to kill the strongest esper alive. Now they are laying plans to remove him for good. The single-episode OVA mixes action, adventure, science fiction and supernatural powers.
