In the year 0375, an abandoned program resurfaces across the galaxy's computer networks. Both the Esper killing plan and the Imperial Plan have failed, and Run, who carried them out out of devotion to Elena, a computer he built himself, now lives under the protection of Locke and Near. Meanwhile Cassandra and Barcov of the Hackers link scattered computers throughout space and revive discarded programs, among them Elena, the federal administrative computer. Elena sets out to restart the old Imperial Plan. When Locke discovers this, he leaves to stop her, and the federal administration, sensing trouble, begins to act as well. With Run and Near following Locke, the turmoil spreads across the whole galaxy. This single-episode science fiction action OVA was made as the 30th anniversary entry of Locke the Superman, following earlier releases including Mirrenian the Witch, Lordleon and New World Command.
