X is built to question every order he takes, but the uniform forces him to follow them anyway. Zero doesn't have that problem, which makes watching them work the same job into two completely different tragedies. By the time you understand what Sigma is actually doing, the OVA has already answered the only question that matters: can a machine made to obey ever choose something different.

In the 22nd century, artificial beings called Reploids have become commonplace. Their spread began when Dr. Cain uncovered the long-lost laboratory of Dr. Light and drew on Light's original creation, known as Megaman X, for several new designs. X himself has since joined the Maverick Hunters, working beside unit leader Zero under the command of General Sigma. Their duty is to track down and destroy Reploids that have gone rogue and turned violent. The story is told as a single-episode sci-fi action OVA full of mecha battles.
