The Outer Senshi arrive and the entire show's moral center shifts. Sailor Moon has to reckon with soldiers who kill without hesitation, who believe the mission matters more than individual lives, who are already grieving futures that haven't happened yet. Crystal finally becomes the show it was always supposed to be: not a love story with fights, but a war story about whether saving the world is worth the cost of your own soul.

Usagi Tsukino is still trying to juggle ordinary home life with her duties as Sailor Moon. With the other Sailor Guardians and her boyfriend Mamoru Chiba, she looks into a string of cases in which students from Mugen Academy, an elite school, are turned into monsters. Along the way they cross paths with racecar driver Haruka Tenou, violinist Michiru Kaiou and the frail, mysterious Hotaru Tomoe. Two new planetary guardians then appear with goals of their own, and their loyalty to Usagi is uncertain even as both sides face a shared enemy called Pharaoh 90. The season adapts the Death Busters arc of Naoko Takeuchi's manga and brings all ten Guardians together, including the outer Senshi Uranus, Neptune and Saturn.
