This is what happens when a franchise decides to stop asking questions and start answering them. The animation burns, the Bifrost plot finally snaps shut, and Azusawa's assault on the Bureau feels like the weight of three seasons of tension crashing down at once. The moral ambiguity that made Season 1 devastating is gone, you get spectacle and closure instead, which works if you've earned the right to stop thinking and start watching something break. In 2120 Tokyo, the Sibyl System oversees society. Inspectors Arata Shindo and Kei Mikhail Ignatov serve in Unit One of the Criminal Investigation Department, but they clash over what truth and justice mean. Koichi Azusawa, a Bifrost agent and the mastermind behind a string of crimes, turns his attention to the CID itself and launches an assault on the Public Safety Bureau Building, occupying it and taking Arata and everyone with him hostage.
