Tetsuo's transformation from street punk to god-like terror is the most visceral portrait of power consuming someone from the inside out. In 2019, Neo-Tokyo stands where Tokyo once was, rebuilt after a psychic boy's explosion destroyed the old city in 1988 and set off World War III. The new city is plagued by gang violence and attacks on the government. Shoutarou Kaneda leads the Capsules, a biker gang forever clashing with the rival Clowns. During one fight, his best friend Tetsuo Shima crashes into a young esper who has escaped from a government facility. The encounter awakens psychic powers in Tetsuo, and the army takes him away for experiments. As his abilities grow, Tetsuo turns toward revenge on the society that once dismissed him as weak, while the government scrambles to contain him before his power can devastate the city again. The film blends action, horror and psychological sci-fi.
