Usagi's delusional confidence about her own importance is the entire joke, and the show knows exactly how funny it is to watch her convince absolutely nobody. The special is basically a highlight reel dressed up as Usagi's fever dream of self-importance. It's pure fan service wrapped in the kind of comedy that only works if you already love these characters enough to laugh at them.

Usagi and Chibiusa spot a poster and overhear two girls ranking the Sailor Guardians by intelligence, grace, and strength, and even debating who leads them. Naturally, Usagi insists she's the smartest, most elegant, and strongest of them all. Chibiusa just shakes her head. The special replays each Guardian's debut, set to that girl's image song, and even Tuxedo Mask gets a mention. But when the girls get ready to leave without bringing up Sailor Moon, Usagi can't help herself and asks them about her directly. The girls heap praise on Sailor Moon, but unlike with the others, they also list her faults. Once they're gone, Usagi sarcastically apologizes for being a clumsy crybaby and then dissolves into tears, capping a short, comedic magical girl special.
