In an alternate history of Japan, Otomo City has decayed into a place where conspiracy holds sway and justice barely survives. Death stalks its streets in the form of the Skull Man, a masked killer whose grisly murders reach even the monstrous mutants lurking below the city. Minagami Hayato comes back to his hometown to look into the killings alongside a young photographer, Kiriko Mamiya. As they dig, they find ties between the victims, a local pharmaceutical company, a new religious sect and strange creatures that are half human and half animal. Pursuing the truth about who the Skull Man is, they edge toward a secret so shocking that the whole city has been made into a tomb to contain it. The result is a dark action mystery built on urban corruption and a grinning, skull-faced avenger.
