In 2025, five years after deadly terrorist attacks brought the Tokyo Olympics to an end, the UN holds the old Olympic grounds on Tokyo Bay outside Japanese jurisdiction. Seventeen-year-old Hana Togetsu lives in the area and belongs to a special UN unit, with her life as a student serving as a cover. She is sent as a transfer student to a public high school on Enoshima Island, where her target is a boy in her class, Shunichi Nanase. Just as she is about to approach him, a middle-aged man shows up at the school asking for Shunichi, and the American military arrives chasing him. As the bloodshed grows, another teenage girl sets out for the island to break the stalemate. The one-episode OVA is a science fiction action thriller.
