A boy walks into a library looking for solitude. The "shepherd" has other plans. What starts as a quiet romance between two introverts becomes a love letter to the specific gravity of a library, where every person who walks through the door is there because something in them is broken or searching. The show understands that sometimes the best romantic gesture is simply making space for someone to exist beside you without needing to fix anything. Kyoutarou Kakei, a second-year student and the de facto president of the Library Club, likes to read alone in the huge Great Library at Shiomi Academy. One day he gets a message from the Shepherd, a school legend said to grant wishes to students who try hard, warning that his fate is about to change. He hurries to a nearby station and saves fellow student Tsugumi Shirasaki from a train accident. Tsugumi, who has also heard from the Shepherd, joins the club and asks him to help with her Shiomi Happy Project to make the academy more enjoyable. More students join along the way, guided by the Shepherd, while the group tries to learn who the Shepherd really is. The show is a romantic comedy.
