Ryo spends the entire special trying to stop a bomb while his partner gets dragged into the exact situation he was supposed to prevent, which means half the runtime is him running through Tokyo screaming at Kaori instead of actually fighting. The Professor is a broken man who makes sense, even when he's wrong. By the end, you realize the real threat wasn't the bomb, it was whether Ryo could save someone without losing the only person who keeps him human.

Ryo Saeba works Tokyo's streets as the City Hunter, a private detective with an eye for beautiful women. Actress Emi Makaze hires him to track down her long-lost brother. The trouble is that her brother is the Professor, an unhinged former soldier who wants revenge on the government that betrayed him and threatens to destroy Shinjuku unless an impossible ransom is paid. Kaori, Ryo's partner, is assigned to protect Emi, but both women are drawn into the Professor's plot. Ryo must rescue them and keep downtown Tokyo from being blown apart in this action comedy special.
