Ryou Saeba is still the same pervert with a heart, still getting slapped by Kaoru for the same reasons, still solving cases that start stupid and end real. The formula works because it never pretended to be anything else, a cat case becomes something that matters, the banter lands exactly where it should, and the action remembers that City Hunter was always about a guy who could kill you but chooses to save you instead. This is comfort food that earned the right to exist.
Ryou Saeba, known as City Hunter, is the top sweeper of the underworld and works out of Shinjuku as a private detective alongside his partner Kaori. A beautiful filmmaker named Angie hires them to find her missing cat. Ryou is taken with her looks, while Kaori is more interested in the generous reward. Meanwhile, Saeko Nogami of the Metropolitan Police is investigating the biotech company Zoltech, which has built a technology that turns battlefield soldiers into superhumans for a shadowy underworld organization. It is the latest form of Angel Dust, the same thing that once nearly destroyed Ryou and led to the death of his old partner Hideyuki Makimura. Angie is clearly hiding something about her request, and the truth about Angel Dust pushes Ryou toward a showdown tied to his beginnings as a sweeper. The action comedy drama film was made to mark the 35th anniversary of the City Hunter TV anime.
