Masaomi decides to resurrect the Yellow Scarves, hoping their revival might shock Mikado back to reality. What neither of them anticipates is the arrival of a force far more dangerous than any street gang: a supernatural threat that connects directly to Anri and everything she's been hiding. At Shinra's apartment, a circle of unlikely allies senses the shift in Ikebukuro's atmosphere. The city is about to fracture. The catalyst arrives when news breaks of Celty's severed head appearing in public, each sighting sending shockwaves through the streets.
