Motoko learning to take orders is the real plot here, not the hacking case. Arise trades the philosophical weight of Standalone Complex for something sharper: watching a ghost in a body that isn't quite hers anymore, trying to rebuild Section 9 from rubble while the people around her test whether she still fits anywhere. The movie knows Motoko's ghost is restless in ways that have nothing to do with identity and everything to do with power, autonomy, and what it means to serve when you've already transcended the need to.

Now free of her duties with the 501 Organization, Motoko Kusanagi has to get used to taking orders from Aramaki. When someone hacks the Logicomas, Batou brings in Ishikawa, a former army intelligence officer, and Borma, a former air artillery specialist. Kusanagi, meanwhile, tries to recruit the ace sniper Saito and the undercover cop Paz into the new Public Security Section 9. The two groups end up as rivals on a case involving a man who has been given false memories of a refugee transport operation. The second Arise movie is a science fiction action story with a psychological edge.
