Nobody expects an OVA about Hello Kitty at a costume party to hit like a comfort reset button, but that's exactly what this is. The show knows costumes are permission to be someone else for an afternoon, and it treats that small joy like it matters. Twenty-five minutes of pure ease, no conflict, just Sanrio characters becoming something new and laughing at themselves doing it. This is the anime equivalent of wrapping yourself in a blanket after a long day.
Halloween is almost here, and the local apple farmer has been asked to host the costume contest. Then he and his son get into a fight, and the boy makes up his mind to leave home. Before he goes, though, he sees his father failing badly as host. He borrows a friend's costume and jumps in to save the show. Even so, father and son are still angry with each other afterward. Kitty and Mimmy try to help the two settle their differences so the farmer's family can stay together. The story is a slice-of-life fantasy about mending a family quarrel.
