Haley is a student at a school of wizardry who spends his days racing his friends on flying broomsticks. When his teacher unveils magic goggles that measure how fast anything moves just by wearing them, Haley and his friends compete to see who can record the fastest speed among the animals around them. Peter loses to Haley and, frustrated, demands a rematch. The two head into the human world carrying an advanced broomstick their teacher built but never finished, and they set out to find the fastest moving thing there. The film is a short fantasy with a scientific bent, made as the second project of Anime Innovation Tokyo, an initiative backing work by independent animators and small studios.
