Fula City celebrates the Wind Festival once a year, a tradition going back a long way. On the final day, the legendary Pokémon Lugia is said to appear and grant the wind's blessing to the townspeople. Satoshi and Pikachu arrive hoping to win the festival's Get Race. Along the way their story crosses with several others: Lisa, a high school girl and former track star who is just becoming a trainer; Callahan, a habitual liar; Toren, a researcher short on confidence; Harriet, an elderly woman who hates touching Pokémon; and Margo, a mysterious girl who guards the forest alone. Then Team Rocket steals a capsule from Toren's lab, the festival's Sacred Flame vanishes, and the group sets out to find the culprit.
