Satou stops being a villain and starts being right, which breaks the entire moral framework the show built in season one. Kei has to fight someone he can't actually defeat, not because the guy is stronger, but because the guy has a point. The CG is rough enough that some viewers bail, but everyone who stays watches a show about three factions of immortals with genuinely incompatible demands, and no faction gets to be the heroes.

Kei Nagai has stopped running, but his choice to stand and fight arrives just as Satou begins a new wave of terror. Furious that the government will not admit to live experiments carried out on captured Ajin, Satou draws up a list of fifteen important figures tied to Ajin research and threatens to kill them one after another in public unless his demands are met. While learning to control his IBM, Kei seeks out other Ajin and finds unexpected allies in two former enemies: government official Yuu Tosaki, whose research on Ajin gives him an edge against Satou, and Tosaki's Ajin assistant Izumi Shimomura. As the struggle between Satou and the authorities escalates, Kei races to stop the immortal terrorist.
