These aren't episodes. They're PSA's that somehow became more entertaining than the actual thing they're supposed to teach. Goku learns traffic rules the only way that makes sense: by getting hit by a car and figuring it out from there. The show commits so hard to the bit that you forget you're being lectured about pedestrian crossings, because watching Goku treat road safety like a martial arts problem is exactly as ridiculous as it sounds.

Goku sets out for West City to attend Bulma's birthday party, and on the way there he picks up the rules for getting around in traffic. The first of these two specials, released alongside the original series, was made for young viewers and shows them how to use a pedestrian crossing safely. In the second, Goku and the others serve with a fire brigade and explain how to avoid trouble with fire. Both episodes put Goku in an educational action adventure setting and use him to teach children practical safety lessons.
