A teenage girl leads two lives and neither one saves her. Monaka's high school existence and her work as an angel of death occupy separate worlds that refuse to touch, and watching her move between them is watching someone fracture in real time. The original Kite built a killer through revenge; Liberator builds one through the slow erosion of having nowhere to belong. The plot tangles itself, a subplot about space radiation mutation arrives and vanishes like it was never there, but that incoherence mirrors Monaka's fractured reality in ways the show doesn't quite intend but absolutely earns. Her story matters more than the story makes sense.

Years after the assassin Sawa vanished once her parents were avenged, a new killer appears in the city. People call her the Angel of Death, an emotionless hit woman who dispatches her targets gracefully and leaves a scatter of feathers behind. No one suspects that she is Monaka Noguchi, a polite, timid and somewhat clumsy high school student. Like Sawa before her, Monaka has lost most of her family. Her father Orudo is an astronaut whose work keeps him far away, but the two remain close, and he has promised to come back to her. Until then her days revolve around school and a part-time waitress job, though her whole manner shifts once an assignment arrives. This one-episode OVA mixes action, drama, science fiction and supernatural elements with ecchi content.
