A boy watches his childhood friend disappear into flood water. Decades later, he becomes the man who decides the river will obey him instead. This is not a story about heroism. It is a story about the specific kind of rage that builds when prayer fails and your hands are the only answer left.

Set in the Meiji Era, this educational film looks at the history of flood control on Japan's Kuzuryuu River. The villages along the river are struck by flood after flood, and their prayers for relief change nothing. A boy loses his childhood friend to the waters, and once he grows into a man he resolves to act himself. He starts building an embankment. His work grows into a project that takes in his whole village, then spreads to other communities along the river. The single-episode OVA is a drama about how ordinary people came together to protect their homes from the river.
