Japan splits into haves and have-nots the moment magic falls from the sky. The police and the terrorists are both right, which means every fight is a choice between two futures nobody actually wants. You watch characters burn Möbius Dust like they're burning their last chance at fairness, knowing the only people who'll pay for it are the ones who had nothing to begin with.

On February 29, 2000, the Möbius meteorites strike Earth and bring a new kind of matter, Möbius Dust, which spreads through the atmosphere and makes miracles possible. The date becomes known as 2.29, and in its wake the divide between rich and poor in Japan widens sharply. A group called the Bloody War Alliance, angry at that inequality, answers with terrorism. The police form a special anti-RC mobile unit and open a joint school to give its recruits their first training. In the town of Shinkatsushika, people known as Rams Carriers have gained superhuman abilities called Rams, but they can live only where a giant crystal releases the dust, so they are barred from leaving. Bored children there use their Rams in a game of seizing territory. High schooler Araki forms a team called Polis Hopper with his younger sister Stella and his childhood friend Olga. Their paths start to shift when a Rams researcher, Professor Yuda, asks them to take part in an experiment. The result is a supernatural action series.
