The comedy doesn't apologize for itself; it's fast, absurd, and completely aware that the premise is an excuse for character chaos. If you watched Needless and wanted more of these people being ridiculous together without worrying about saving the world, this delivers exactly that. The fanservice is excessive enough that it stops pretending to be anything else, which somehow makes it funnier than when it's trying to hide.

Needless: The Secret of Saint Lily Academy is a set of twelve special episodes from 2009, bundled with the Blu-ray editions of Needless. As the title suggests, the specials revolve around Saint Lily Academy. They lean on comedy with ecchi fan service, so expect light, silly humor rather than serious storytelling, aimed at viewers who already know the main series.
