It's a show that understands the absurdity of militarizing urban policing, then commits completely to that absurdity with practical effects destruction that still holds up. The OVA format means it swings for genuine stakes one moment and toilet humor the next without apology. Shirow's satirical edge gets sharper when he doesn't have to pretend the solution is ever coming.
