Tokyo's government has shattered. In the chaos that follows a rebellion in the Akatsuki Special Ward, citizens are left to fend for themselves while foreign organizations lay siege to the district. From this turmoil rise the Scard, vigilantes whose Divine Tattoos grant each of them unique supernatural powers. Split in loyalty among three contending organizations, they must face more than common criminals to serve their own ideas of justice. Among them is Eiji Arashiba, the Hero of Akatsuki, who fights the Dusk mafia syndicate alongside Yamato Kai, a boy he has only recently met. When a sniper's bullet strikes Eiji's tattoo and Yamato is wounded, Eiji passes the tattoo on to save him and leaves him to protect the ward. Yamato must now learn to use his new Scard powers as the conflict tears the district apart.
