The first two episodes promise something that never arrives: a crime unit hunting a cult that worships dragons in an alternate Tokyo. The animation carries you through the early momentum, and that opening theme sticks, but by episode three the investigation flatlines into procedural busywork that forgets why any of this matters. This is a show with a genuinely cool elevator pitch that couldn't sustain itself past the pitch.

In a Tokyo where elves, dwarves, vampires and other races live peacefully beside humans, the dragons that once ruled the world have long since vanished. A criminal group called Nine wants the power of those dragons for itself, and it spreads murder and destruction across the city to get it. The police answer with Special 7, also known as Tokunana, an elite unit of specialists whose abilities go beyond those of ordinary people. Newly minted detective Seiji Nanatsuki crosses paths with team member Shiori Ichinose during a bank robbery that turns into a hostage standoff. His help in ending it wins him an unexpected place on the squad, where he has to prove himself. He soon finds that working beside colleagues of different species, each with special powers and a big personality, is nothing like the police work he imagined. The result is an action mystery with dramatic and psychological elements.
