This one doesn't ask you to think, it asks you to keep up. Five episodes, no arc to sit through, just Kei and Yuri getting dropped into whatever nonsense the writers found funny that week: a ski patrol that turns out to be a hit squad, a swarm of seagulls treated with the same gravity as a contract killer, and a babysitting job for Kei's godson that goes exactly as well as you'd expect from these two. The joke has always been the gap between how seriously they take the mission and how much of the surrounding property survives it, and Flash 3 leans all the way into it. The bickering does the heavy lifting, Kei loud and swinging first, Yuri exasperated and better dressed for it. It's mid-90s OVA comfort food, hand-painted cels, zero heavy themes, cheerfully unbothered by its own ecchi streak. Put it on when you want anime that's having a better time than you are.
