Twelve months after the Blue Clan SCEPTER 4 breaks up, the Red Clan HOMRA has become the informal go-to group for handling the underground world. Its leader, the Red King Mikoto Suoh, is growing unstable from the constant effort of restraining his destructive power. At the same time, the Dresden Slate names Reisi Munakata the new Blue King. Convinced this is his calling, Munakata puts his fresh abilities to work restoring SCEPTER 4. He then sets his sights on HOMRA and Mikoto, seeing them as a threat to global safety.
